The National Semiconductor Strategy (NSS) is a Malaysian government industrial policy launched on 28 May 2024 by Prime Minister Anwar Ibrahim to expand the country's role in the global semiconductor value chain. The strategy targets RM500 billion (approximately US$107 billion) in investments across five phases, with an initial focus on integrated circuit design, advanced packaging, and semiconductor equipment manufacturing, and aims to create 65,000 high-skilled engineering jobs.[1][2]
History
Malaysia has been a participant in the global semiconductor industry since the early 1970s, when companies such as Intel and AMD established assembly and test operations in Penang. The country subsequently became one of the world's leading centres for back-end semiconductor production — assembly, packaging, and testing — with Malaysian facilities estimated to handle a significant share of global back-end output.[3]
By the early 2020s, the AI boom created new demand for advanced packaging technologies, such as high-bandwidth memory integration and chiplet packaging, precisely the areas where Malaysia's existing industry had accumulated expertise. In response, the government launched the NSS at SEMICON Southeast Asia in Kuala Lumpur in May 2024, positioning the strategy as part of the broader New Industrial Master Plan (NIMP 2030) and the national push toward higher-value manufacturing.[1][2]
The strategy is organised in five phases. The first phase allocated funding for chip design, advanced packaging, and equipment manufacturing, while later phases contemplate expansion into front-end wafer fabrication and further integration with global supply chains. Implementation is coordinated by the Malaysian Investment Development Authority (MIDA) and the Ministry of Investment, Trade and Industry.[1][2]
Key Components
The NSS rests on three pillars. The first is front-end strengthening: building Malaysian capability in integrated circuit design, which the government has identified as the highest-value segment of the semiconductor industry. The second is advanced packaging, where Malaysia aims to capture a larger share of the sophisticated packaging needed for AI accelerators, including high-bandwidth memory stacks and chiplet-based designs. The third is equipment and materials, supporting the domestic production of semiconductor manufacturing equipment.[1][2]
The strategy also emphasises talent development, with targets for training and attracting engineers, and infrastructure, including industrial land, utilities, and incentives for multinational investment. Existing multinational operations provide a foundation: Infineon has expanded its power semiconductor facility in Kulim, Kedah, with a multi-billion-euro investment programme, and Penang's electronics ecosystem, anchored by the Bayan Lepas Free Industrial Zone, continues to attract new investment.[3][4]
AI Relevance
The NSS is closely tied to the growth of artificial intelligence. AI training and inference depend on advanced chips, and Malaysia's strength in packaging positions it to serve the assembly and integration needs of AI accelerator producers. At the same time, Malaysia has become a major destination for AI data centre investment, including a partnership between YTL Power and NVIDIA to build AI infrastructure in Johor, creating domestic demand for the semiconductor ecosystem the NSS aims to build.[6][7]
Industry analysts have noted that the strategy's success depends on execution: competition from other Southeast Asian countries, the availability of water and power for semiconductor manufacturing, and the cyclical nature of the chip industry all present challenges. Nevertheless, the NSS has been credited with raising Malaysia's profile as a neutral and strategically located hub in the global semiconductor supply chain.[5]

The NSS is the clearest expression of Malaysia's ambition to climb the semiconductor value chain from assembly and testing into design and advanced packaging, sectors that are increasingly central to AI hardware. The strategy complements Malaysia's AI agenda: the National AI Office (NAIO) coordinates AI policy and adoption, while the NSS addresses the hardware layer, including the packaging of AI chips and the equipment used to make them.[1][8]
For Malaysian engineers and technologists, the NSS implies expanded demand for skills in chip design, electronic design automation, and advanced packaging engineering, areas that universities and training institutions are being encouraged to develop. For the wider economy, the strategy's RM500 billion investment target, if achieved, would make semiconductors a defining sector of Malaysia's industrial future alongside the data centre boom concentrated in Johor and the Klang Valley.[2][9]
Malaysian participation is also framed as a contribution to supply-chain resilience: as global chipmakers diversify production, Malaysia's long track record, multilingual workforce, and strategic location make it an attractive partner. MDEC and MIDA coordinate the promotion of Malaysia's semiconductor and digital investment opportunities to multinational companies.[3][9]
