Artificial intelligence in Japan refers to the development, adoption and governance of AI in one of the world's largest advanced economies, where a promotion-oriented national law, the Society 5.0 vision, leading robotics and semiconductor industries, and sovereign-AI partnerships with global model developers intersect.^[1][7] The country has positioned itself as the most AI-friendly jurisdiction in the world, favouring light-touch rules and strategic investment over the penalty-based approach of the European Union.^[3]

History and policy framework

Japan's super-smart-society concept, Society 5.0, was proposed in the Fifth Science and Technology Basic Plan in 2016 and endorsed by the Cabinet Office as a national aspiration to blend cyberspace and physical space through AI, robotics and the Internet of Things.^[7] The framework gained legal force in 2025: an AI bill submitted to the Diet in February 2025 was passed on 28 May 2025 and came into full effect in September 2025, establishing an AI Strategic Headquarters chaired by the Prime Minister with all cabinet ministers as members.^[1][2] The Headquarters' Basic AI Plan, approved on 23 December 2025, set four policy directions — accelerating AI utilisation, strengthening development capabilities, leading in AI governance and a sustainable transformation toward an AI society — after utilisation guidelines in December 2025 recommended risk-based, lifecycle-wide governance without monetary penalties, and a November 2025 economic package listed AI and semiconductors among top strategic fields.^[1]

Industry and technology

Japan's industrial base — robotics, manufacturing and electronics — provides deployment at scale, and the government has piloted an internal AI platform for public employees as a lead-by-example procurement model.^[1] The clearest industrial bet is on semiconductors: Rapidus, founded in 2022, confirmed electrical operation of 2nm gate-all-around transistors in July 2025 and completed a ¥267.6 billion funding round in February 2026 from the Japanese government and 32 private companies including Canon, Fujitsu, NTT, SoftBank and Sony, targeting mass production of 2nm logic chips by 2027.^[5] In February 2025, SoftBank and OpenAI established a joint venture to sell enterprise AI services in Japan, anchored by a reported US$3 billion annual licensing arrangement for OpenAI technology.^[4]

Applications and impact

With a shrinking workforce and a rapidly ageing population, Japan treats AI and robotics as responses to structural labour shortages in eldercare, logistics and manufacturing, while its consumer and industrial firms embed AI in quality control, mobility and services.^[2][3] The government's own adoption — internal AI tooling and guidelines for safe use — is presented as a template for regulated sectors, and the Basic AI Plan frames trustworthy AI as an exportable strength of Japanese industry.^[1]
